how big of a dog is this? 2 years old is probably too big to be lifting a dog only by the scruff but for a good while, this doesn't actually hurt the dog.

When you have a puppy you should grab them by the scruff and say "no" when they do something you don't like. That is what their mother did (well, she didn't say "no", I think). Lifting them up off the ground by their scruff is way too excessive though. You want the dog to respect you, not fear you because you hurt him/her. Fuck this guy.

Exactly what I'm thinking. Are the authorities going to bust in and arrested him based on "your word" that you saw him do that? Have you though this through? (the guy is likely a piece of crap, but really there is nothing you can do).

No. Just the most recent incident. Had one old lady who was completely confused by her new 22 year old thermostat and was sitting in a per soaked recliner... I asked her who takes her to the grocery store or doctor or whatever and her daughter was the party, so I asked her if I could call her. The daughter said she's sick of dealing with her mom she's fine so I called the county and asked for a wellness check.
I've done little so far with the hoarders but I e got a great story about that for another time.

Probably a waste of time. The owner will just claim he was having some beers when the dog messaged him asking if he wanted to have sex. On the way over the owner changed his mind and just grabbed the dog instead. He will then blame his dad for it and move to Florida to live in a pedo camp.

I think there are actually a lot of hoarders out there. I know at least a couple personally. I'm sure they don't see themselves as hoarders though. My wife is actually the opposite. She insists that if something comes into the house, something else has to go.

investigated... goes no where.... then the client complains to your boss that you are trying to have him arrested.... so will your boss have your back or will he be more concerned about the company bottom line... you'd need to know.

There are TONS of them. I've seen everything from junk piled to the ceiling to hoards of dead animals (and one where there were dozens of dead animals in a deep freezer!)
