That is not metaphorical speaking. He used "this" to describe how Pence "leaves the game with an attempt to thwart our efforts", and pointed it directly at "systemic oppression". He's not talking about the metaphorical implications of a man with such power in the United States turning his back on people with a message. He's very clearly saying that Pence leaving oppressed him.

He is saying that Pence, the Vice President of the entire United States, thinks so little of discrimination and oppression that he walks out because he believes protesting discrimination and oppression is disrespectful to America. The Vice President represents the system...and the system is on board with oppression. Systemic oppression.

Again, you are desperately trying to attach metaphorical meaning to a statement that was clearly meant literally. The phrase "leaves the game with an attempt to thwart our efforts" is not metaphorical language, it is literal language describing what Pence did, and labeling what Pence did as "systemic oppression".
In your interpretation, Pence leaving is supposed to be symbolic of a system not caring, and if that is the case, then Reid would have no reason to call Pence's action an "attempt to thwart our efforts". To "thwart" something is to derail or stifle (oppress, perhaps?) something by some overt action. The statement makes more (read: actual) sense if we read it literally: Reid is saying that Pence leaving the game was an attempt to thwart his protest, and thus Mike Pence was attempting to oppress him by leaving the football game. That is not oppression.
