In all honesty, since North Korea has a limited number of missiles, their best shot would be to aim for the center of the US and detonate at high altitude. That would create an EMP which would destroy nearly every transformer in the country. The power plants would still function, but they would have no means to transmit electricity. Such a shot would effectively cripple the country.

Furthermore, such a high altitude blast would be nearly impossible to intercept since most anti-ballistic missile systems can only engage in the terminal phase.
