Hell, in 2008 he was the best WR on the team. Hester, Rashied Davs, Brandon Lloyd, and a 32 yo washed up Marty Booker. His return numbers would possibly have been even better if the Bears weren't so devoid of talent on offense that he was forced to play receiver so much.

A HR hitter doesn't seem like the right niche, I'd almost go a better Billy Hamiliton. A middling hitter but a single would become a triple automatically thru stolen bases. Stealing 250 bases a year for the first few years of his career.

But I've seen writers express he deserves it and I haven't really found any that say he does not. I haven't referenced them all as selection committee voters, but probably a few of them are.

I've seen an argument against that was based on yards on returns. Which is hilarious because teams would kick out of bounds or squib punts just to make sure he didn't have even a small chance to return it. He changed the game.
