So let's get this straight...Georgia legislature planned on giving a $40M carve-out for Delta as a part of a broad tax bill. Delta severs a NRA discount no one knew existed. Georgia withdraws carve-out not because it was a handout to Delta but because they ceased giving a discount no one knew existed.

The NRA is a private group so I don't see how. Was government retaliation for protected speech considered in CU? Even still, is Delta somehow entitled to their tax break under either the state or federal constitution? Still, the government ought not be able to do indirectly what it can't to directly, and all that.
