I've seen this before with a friend's house. The basement was under half of the house and the crawlspace was under the other half of it rather than having a basement under the entire house. This was on a standard 2 story, not a split level and also was relatively new construction.

if there is an addition sometimes they just do a crawl space instead of a basement. but thats not typically where a sump pump would be.
