No, it has been expanded not for the individual person maybe but for the sheer number of people who get it. Throw open the borders, all those people get benefits of some sort. Importing poor people means more welfare.

Unadulterated "liberal" capitalism cannot survive in a democratic society--capitalism requires some form of redistributive mechanisms to save it from itself.
