The Too Cool angle was really over. Even after Rikishi joined them, people enjoyed it.

Back then, over the top, stupid gimmicks are what got guys over. If you do that today, people bitch that [fill-in-the-blank] is getting buried by doing comedy. Those are also the same people who clamor for the Attitude Era.
