I dont think that is a completely fair stance to take on this situation.
They have absolutely had their misses. But they have also had their hits as well. Lester, Arrieta, Hendricks...three huge parts of that WS were hits by Jed and Theo.
Quintana and Darvish appear to be misses as of right now, but their story is not finished. And lets not crown Cease as a top of the rotation starter just yet. Lots of guys have great years in the minors to flame out. Maybe he will be great. Maybe he will be a bust. No one knows.
The biggest criticism is probably the lack of drafting/developing pitchers, but up until last year they did not put an emphasis on drafting pitching. So you cannot expect drafted pitchers to be making an impact at the major league level yet.
The full story is not complete yet. I get everyone is irritated. This last series vs the Padres was pathetic. You should not split and barely beat the fucking Padres.
But if you would have told me at the start of the season that Bryant would be hurt and having a down year, Rizzo would have a down year. Hendricks would have a down year. Chatwood and Darvish would be brutal. I would have guessed we would be a couple games below .500 and in 3rd or 4th place in the division. Yet they are in first place with the best record in the NL.
