Before Lyndon Johnson got into the Senate because no one paid enough attention to him in the House, it was a moribund body full of decrepit alcoholics who sat around half-awake while southern gentlemen filibustered about the necessity of segregation. It's been full of decrepit alcoholics after Johnson, too, but especially before.
