I think their reasoning is more a small market team can't match up with New Yorks and Bostons $30M+ a year starting pitchers so we're going to load up on as many in expensive bullpen power arms as possible and try to beat them that way. In the long run I don't think it's going to work because they're gonna burn thru way to many arms but I give them an A for creativity.
