If it's a situation where the hurricane's going to hit and pass-by in a couple hours, board up the windows and stay. After Houston and New Orleans, the flooding thing sounds untenable. Flood water is dirty and dangerous. If one is located in an area likely to flood, GTFO.

Weakened now to a category 2 with a strong chance it will be category 1 by the time it makes landfall. Now the rains will still be heavy, but this isn't looking like the worst case scenario everyone was calling for 48 hours ago.

It's being reported that the state paid for environmental studies that called for the cessation of new construction in the coastal areas in question because of storm/flooding concerns. And that developers paid millions to have the results to be filed away and unusable...by law.
