Not exactly. Fuller had a strong year in 2017 which is why the Bears matched the Packers offer sheet.

I realize it was a long time ago so I can understand if you don’t recall Fullers triumphant return but PFF did...

According to Pro Football Focus, Fuller is the ‘must re-sign’ player facing Pace and the Bears’ front office this offseason.

The Bears essentially signed a number of free agents to replace Fuller last offseason, and all he did was outplay them and in doing so, upped his asking price this offseason. If the Bears are to pony up and offer one of their own a large contract this offseason, it should be Fuller, who proved in 2017 he can lock down one side of the field in the secondary.

don't forget they also rejected his fifth year extension

He had a nice 2017. He had a nice first half of this rookie year. In between was frightening and injury filled and he was all but gone.
