At my place, there was always a loose association with the person that you were calling. It wasn't just a random number being called. It was a list of customers of Business X being offered either another service by Business X or a service of the partner of Business X.
That's how we did it too. Otherwise there's an issue with the "No Call" list and the fines are heavy. That's why the scumbags who randomly call use all kinds of tricks of telephony and route the calls in a way where they are impossible to trace.
I recently got a call with a computer generated voice giving me a grave warning about taxes I owed the IRS and actually leaving a call back number. I know the IRS doesn't make calls like that. I had a friend of mine who is a cop call the number and when he identified himself as a Chicago Police Officer the guy on the other end screamed, "FUCK YOU!"
