A big pet peeve of mine is the asshole that honks at you within a quarter second of the light turning green. Hey dickhead I'm making sure no one ran a red before I floor it at a fresh green.
But mommy checking her Instagram for likes on her rotten brats back to school outfit sitting there for 5 seconds gets the polite beep beep. If they sit after that for another second they get the much less passive aggressive WHOOOOOONK! A solid blast until we get out head out of our ass and get mobing.

Generally three,four seconds unless the person was slow on the last light. Or I'm in a real rush (which I desperately seek to avoid)

But if I'm the slowpoke, I tend to wave/apologize.

Depends on if I'm in a rush. If so, in about 1 second. If not, I'll wait a few seconds and then tap the horn unless I'm in a turning lane.

A couple years ago, my wife, really quite a sweet woman in reality, was behind someone who did this at a light. Head down light turns green, guy does nothing. She honks, he doesn't move. She flies around, rolls down the window and screams "put down the goddamn phone and drive asshole!" at a man trying to reattach his oxygen tube.

3 seconds tops. The timing of the lights in this city are fucked up enough without having some dbag not paying attention.

Then again I have a problem with aggressive driving.

2 seconds if brake lights are still on. If I’ve seen the lights go off and you begin rolling it probably buys you 2 more seconds.

2-3 seconds gets a polite chirp. Goes past 5, that's it.

I'll usually give it 5 seconds or so if I'm 3rd or farther back and Mr #2 isn't doing their job. This also applies to the dipshit not turning right on red.

I got honked at the other day, Expressway overpass, eastbound on and off ramp followed by entrance to Panera Bread strip mall, then light at side street. Light goes solid red as I approach, so I come to a full stop and look left for oncoming. Before I can look forward/right, the bitch behind me is on the horn, like I should have rolled it at 35 and kept going. She's on my ass, so she gets the speed limit -5, and wave a few extra other cars through at the next stop sign. She finally gets to turn right and be rid of me a half mile later. I was tempted to turn into the same parking lot as she did, just to f with her, but my wife was along, and no need for drama. Pus, we had been out, so no carry for me that day.

If they aren’t off the brake in the same time that I am off the brake, they get the horn. How hard is it to pay attention at a light?
