Cinematographers often wet down roads before shots as well, as the damp and puddled roads look better on camera. Take a look at how many scenes in movie and film have wet roads. It will be way more than you think. Nighttime scenes especially have almost 100% wet roads.

I had never even thought about such details, but its pretty cool to see the extent that the little things really do come into play.
