The ultimate aim wouldn't be raising revenue but to make RN/Loop more pleasant for inhabitants and visitors. A reduction in parking garages would be great. They're a waste of prime real estate.

Delivery drivers should find it a positive to navigate the central business district with less cars on the road.

It really makes you appreciate a knowledgeable (or at least fearless) cab driver. At the very least, they should not be allowed on Lower Wacker, where it goes from annoying to dangerous.

I did notice when I visited last summer that downtown was very bad. We stayed near the Hancock and that entire area was screwed at 4-6pm. In fact, we had to walk a little bit to find a Uber/Lyft willing to take us to dinner reservation.
