The thing is Billy, "starting up again" isn't like flipping a switch.

In time all virus, Russia-OPEC issues will be sorted out. Things will normalize until the next crisis. There'll be a buying opportunity. But, markets go down faster than go up. A share $100 that goes to 50 is a 50% loss. For that $50 share to go back to a hundred needs a 100% gain.

Also, which I think has happened in the past, businesses shutter, the Saudis buy all their assets, when prices start to climb, the Saudis own the wells and infrastructure.
