Speedy trial rights have been tolled for quite some time. Just ask the folks that have been in jail for the past 2 or 3 years awaiting trial.

It happens all the time. Primarily because excessive bonds are given in cases the state can't win. Can't lose them either if you delay trial for years until the person accepts a plea deal. Now the state/county has reduced the bonds. BRogue doesn't like that.
