The concept isn't ridiculous. They had to set the number as somewhere. 1,000 is probably too high but you've already got people talking about how their rights to attend concerts are being infringed on because of a 3 week prohibition on events likely to spread this disease to the point it overruns hospitals.

not sure on the verbiage, the governor could have "requested" the same thing and gotten the same results.
