Perhaps Jorr was illustrating the illusion of safety aspect in the conversation. For example, a sneeze can send germs to a distance of 26 feet, more if aided by say and outdoor wind. If you're standing in a line outside a store keeping a distance of 6 feet, the 6 people immediately around you can certainly spread this to you with a sneeze. And you may be standing next to those people for several minutes waiting to get in. So is that really safer than allowing 40 people spread out around a 2000 sq ft store? Probably not, especially since masks are really only required indoors.
So waiting outside can be interpreted as only an illusion of safety and not truly something that will prevent the spread of disease. Honest to me, it seems like liability mitigation more than concern for the safety of the customers.

I'm not sure how this would work from a Constitutional standpoint, but I think I read Congress was working on legislation that would bar lawsuits brought pursuant to COVID.

For at least half of my life there were no "security procedures" at baseball games other than an Andy Frain looking at my ticket, maybe.

I understand that safety is a much higher value for you- and I believe for most people around your age- than it is for me. Obviously your opinion is holding sway in our society.

I would disagree with you on that. I believe that its an argument that humans do not have even a tiny bit of control over nature that we like to think we do. This thing is going to spread at 6 feet. Its going to spread at 20 feet technically. Or more. Can humans really stay 26 feet away from each other?
Anything less than an n95 mask will allow the virus to spread both ways through the mask.
The virus can live for hours or even days on certain surfaces. So the gloves that the checkout gal is probably not wearing doesn’t prevent the spread of the virus from the last customer who picked it up and set it down or the guy who stocked it the morning you were there.
All in all a lot of this is about the illusion of safety. Making people feel like they're safer. But you're not really any safer. Not by much.
Using jorrs example if a deranged crazy wanted to clip a few hundred people at a ballgame he would just do it outside the park rather than in it.
We love illusion of safety in our world. We love knowing that if we crash into the ocean at 400 mph on a transatlantic flight we can use our seat cushion as a floatation device. We love knowing that the movie theater has a no guns sign on the door so we know no one can bring one in if they wanted to hurt people. We don’t mind TSA screenings and tsking our shoes off even though we know that the TSA misses most contraband during internal spot checks. We have convinced ourselves that its safe to order a ride on the internet from a complete stranger who literally may offer you candy when you get in the car because he has a 4 star rating.

Security is important. You have to have staff that can remove someone who is causing problems. Youve got to be able to keep people off the field. You might need to break up a grandmother fight if you're at an Eagles game.
