They stood there and did nothing. That's complicity in any court. I'd even think about charging the citizens taking the video, but at least they were verbally trying to stop it and they also had an extreme risk of death if they did try to physically stop it. All the other cops just had to do was say hey, stop, and the guy would have lived.
