WRONG.

Cuffs weren't put on his left arm because the cop was kneeling on it the entire video. Which is why the left arm never moved. His partner could have placed cuffs on his right arm because the guy stopped moving his right arm but he was too busy watching his partner punch the guy in the shoulder.
