Got to make sure that it wasn't self defense first. Maybe he ran up on the guy that was carrying a gun. Why would you run up on a guy with a gun? Maybe he was stealing? What was he doing 13 miles away from home? Did you know that he (victim)had previous issues and once brought a gun to school in the 6th grade?

Or are these "rationales" only useful when excusing the behavior of certain assailants?

I was just watching Chicago Tonight and they had an interview with 25th Ward Alderman Byron Sigcho-Lopez. There was a lot of gunfire last night as residents were protecting their neighborhood. He said there is more anti-black racism in his community than he has seen before and tensions have been high for awhile. Drivers were chased out of the community and there is a level of distrust he has never seen before.
