The police by-and-large know what does and doesn't get them in trouble but there is a colossal problem in that all it takes is one of the over one million police officers in America to fuck up once on camera for people to go into a full scale riot.

I don't think they do know techniques that get them in trouble. It seems that in tense situations they fall back on some outdated methods. Updated training will result in those moments when they rely on muscle memory to remember better mehtods. Anyway, most licensed professions require continuing education. There is nothing wrong with a yearly update on policing.

I do agree that classes from instructors in the community just screams corruption for the relative of an alderman. However, you have to try. There is a uniqueness to policing neighborhoods in Chicago and not just african american neighborhoods. Chinatown demands different methods than Pilsen or Canaryville, even though the often blend physically

No it just takes one in over a million doing it that happens to be recorded. Let's not get it twisted. The only reason we are having this discussion is because it was recorded. It wasn't because he committed the violation.

And I say this as a person that isn't really anti police. I do understand that the rules are heavily tilted in their favor however when it comes to this sort of thing.

Wrong again. In big cities (where they've emphasized training) the numbers are down as far as police shootings. They've risen in rural and suburban areas. Where conduct hasn't been scrutinized as much.

Obviously this officer had a certain sense of glee and callousness that amplified everything, but i've seen enough Cops and Live PD where the gang of 4, 5, 6 cops takes down someone with that amount of force...it doesn't seems all that unusual

I think that much (most?) of the negative feelings toward police by blacks has more to do with "soft" racism (i.e., profiling) vs "hard" (brutality). Whether it was Herb (who grew up in Wheaton) or Anthony Herron (a professional athlete), they talked about their experiences in being treated differently. They weren't victims of racism that would show up in any stats, so that makes it difficult to quantify.
