The other thing about Camden is that every year immense resources get poured into trying to make it better. Unlike Gary its literally just across the river from Philadelphia. The land could be worth a ton because it offers prime access to downtown Philly.

And of course once they get some big developments going and the yuppies to move in so too will the same type of police measures found everywhere else in America.

It's all bullshit. They doubled the number of officers and implemented the policy below, which probably looks like most policies:

CORE PRINCIPLE #1: Officers may use force only to accomplish specific law enforcement
objectives.

or detention) or to carry out a lawful search;

To punish a person or to retaliate against them for past conduct or to impose punishment;

Based on bias against a person’s race, ethnicity, nationality, religion, disability, gender,
gender identity, sexual orientation, or any other protected characteristic.

Yeah. It looks like it basically was the breaking of the police union that made the big difference.

It does seem to be easier to say "Defund Police Force in City X" than it is "Get rid of a union in City X".

Ford City handed over its policing to the County when it became insolvent. They didn't call it defunding but it was essentially the same move.

County police already handle policing in unincorporated parts of the county and municipalities too small to handle the task. I'll take my chances with CPD.
