Can you find anything that shows that articulating probable cause/charges are required to be read when arresting someone, and that requirement is rooted in their Miranda Rights? I've read that New York has a law requiring this, but that it has been reduced in efficacy by the courts.

If Trump wants to put uniformed Federal officers around the Federal building complex , then fine. Using CBP employees is a dog whistle that there may be undocumented protesters. Using employees without visible names and having them leap out of vans at various places around the city sounds like an episode of Howard Hunter on Hill St. Blues.

This is a matter for local police or the National Guard. If the local police won't protect Federal property, take it up in the court system and ask for damages.

If Obama did sign the section into law, then that's just one more example of how authoritarian both parties are at the Federal level.

I read it in WaPo. And for the record, the piece contained a lot of ambiguity and weasel language like "apparently". Also it clearly stated that Pettibone was read his Miranda rights.
