One of the other 1/3rds is throwing water bottles and fireworks at them. I don't know if it would matter if their presence was there or not. Most people know the police can't really do anything now.

Reagan destroyed the projects. Never a panacea per se, but there was a time when they were much better. When he instituted market rate rent (30% net income) across the board all of the working families moved out rather than pay it.

The departure of working class families in the early to mid 80's was the death knell for it.
