There have been a lot of teams that can mash ( and dont get anywhere because they cant pick the ball up and / or their staff is mediocre. You cant outhit a bad / average staff . Especially in the AL.

I forgot which organization it is, but at least one organization has a max pitch limit of 30 in an inning for their entire minors. 39 is Dusty-like.
