Also Theo's legacy is unquestionably going to be the GM who ended two of the longest Championship droughts in sports history.

This has happened a lot (especially the NBA) for decades. I assume casual sports fans know this.

It didnt happen in mlb as much because the draft was not seen nearly as importan as in the other leagues

Aren't all those basically one year tank jobs designed with getting a specific player in mind though? That was definitely not the Theo plan of getting the Cubs to be an elite team.

Also, no one is saying that Theo invented the idea of tanking, but he certainly started the trend of multi-year intentional tanking and pushing off the idea of actually having a good team until some time far in the future especially in baseball where multiple teams have followed roughly the same path and many more are currently doing it.
