Muggs was her brother and had passed in the seventies iirc. It's why he took over (after the Finks hiring iirc)

I believe it was Halas Jr. that brought in Finks. Once Mugs died Finks lost his biggest supporter. The old man eventually retook control of the team which is why Finks left eventually left
