Sure, anyone leaving any kind of residue or skidmark as a memorial to their movement deserve execution. Everyone is on board with that.

I'll take it one step further, anyone who mounts the middle stall. Guy code demands a space in between dudes. This ain't the john at Berlin and no one is blowing you no matter how many times you tap your feet. Go right or go left. Really, what should happen is when the person sits in that middle stall, some contraption should make them bound to the seat while a growing bamboo shoot is placed in the toilet beneath.

I do give an exception for necessity, when the left and right stalls are filled and you are prairie dogging so badly that sweat is forming on your forehead.
