Does southeast wisconsin have any beaches?

I'm talkin between IL state line and Milwaukee. Any public-ass or private beaches? Which are good/clean?

How much do they cost?

What about any good ones on the IL side? (north of Waukegan let's say)

Kenosha has a number of beaches that are usually very busy. I'd say 70% of the license plates at the beaches are from IL.
Illinois Beach State Park has some huge beaches but not sure if they are open in IL or not. I believe the beaches here are free of charge. Not sure what you are looking for exactly. Good swimming? I wouldn't recommend going out real far at some of the beaches between here and Racine. MANY drownings the past few years due to rip currents and rough conditions. I am not a beach going person in general so I can't really comment one way or the other as far as quality and sand and all that.

Kenosha is a great town whistler. Take a tour of downtown at night, you will love it.
