Unless he had 10 foot long arms and was facing the right way (he wasnt) it was uncatchable. There's another reason it wasn't considered by the refs. Just like they just gave Rodgers 3 seconds after 00 before calling the delay penalty.

It was certainly within the catch radius and Davante was headed towards where it was coming down when the SF DB stupidly grabbed and pulled his arm, completely stopping his motion. It’s about the most uncontroversial call you’ll see on a field

Now, the reason he gets these calls isn't a conspiracy. It's because he was traditionally so amazing it's almost inconceivable that he'd throw an (in bounds) incompletion. The refs allow their perception of his talent and history affect their calls. Jordan, James, Bryant (choosing a sport that you actually know what you're talking about) got calls based on rep constantly. Rodgers is in that crowd.
