Miami is in more imminent danger of fresh water crisis than LA. Atlanta's in pretty bad shape too. They keep trying to get access to the Tennessee River, mostly by unilaterally moving the TN-GA border north enough that part of the Tennessee River dips into Georgia. And Georgia-Alabama-Florida have on-going disputes over various fresh water sources.

If the citizens of a state do not like the decisions that their state elected officials made regarding the selection of electors, then those elected officials can be voted out of office. This is a representative democracy and the citizens of each state chose their representatives, again, if they didn't like the decisions of those representatives, they have remedies for that through the state election process.

Votes are based on strength of unit, meaning proportion of its value or purchase price.
