Gambling won't be on his top 100 priorities. I don't expect him to ever mention it unless directly asked about it.

It is not out of the realm of possibility that Barney Frank will try to rewrite the internet gambling bill making it explicitly legal...though Harry Reid will oppose it because the Vegas casinos are the primary obstacle to that because they want all the gambling money, not having it go overseas, and Harry is bought and paid for by the casino industry. The best thing would be to give Vegas the right to provide internet gambling anywhere in the US. That's a possibility, I suppose, but I think the Congress has many more important things to take care of first. Obama won't lead it, but Barney Frank will. I would only be guessing to suggest which way he would go if the Democratic Congress passed such a bill. I'd guess he would sign it.

Thats what I was curious about. Was wondering if the internet bill would change.

Well maybe it's a bit of hyperbole, but not much. Harry Reid is the Senator from Nevada. Casinos are Nevada's largest business and employer. Harry gets campaign contributions from the casino industry, just as most Republican and Democratic senators get campaign contributions from his or her state's largest industry. Harry isn't unusual in that there are very few senators from any state that would support legislation that is strongly opposed by his or her state's largest industry. Vegas casinos oppose internet gambling unless they can get a piece of it. They don't like offshore competitors getting a shot at their customers without them getting the same opportunity. Nevada casinos would love internet gambling as long as they can play in that game. So it's to be expected that Nevada's legislators in both the House and Senate will usually and very likely support what their state's largest employers want.

Chances of Barney Frank introducing it in a downturn? Not likely as there are bigger fish to fry and the Democratic leadership will surely want to focus first on the most important issues. But he will at some point. He has basically done it every year since the last bill was passed. They haven't gone anywhere but they will this time. The only question is when and how much attention it should get compared to other much more important things.
