as long as Williams doesn't pull an Eli and try to pick his first team coming out of the draft, it'll be fine. afaik, Lamar doesn't have formal representation in his contract negotiations. If Williams steps too far outside the lines of expectations and tries to turn the NFL into the NBA where star players run things and pick their teams and coaches and teammates--well, we saw what the NFL did to DeShaun Watson.

why would you need an agent to refuse to play for a team? I don't think they're going to force Williams to play if he gets drafted by a team and refuses to report.
