What's going on with baseball? Bruce Levine is saying there's going to be an "opener" pitcher and then Horton will come in the 3rd inning. When did this start happening?

Horton came in for the second. He's on a bit of a pitch limit, so this way he avoided the first four hitters. If he's only going to pitch to 13-14 hitters then he will only face Lindor and Soto once.
