Heard a few different people say this might be an alternative for the Bear. As no cap exists, no floor exists, teams can spend as little as they want.

What I do see happening is some top free agents get paid really high and some teams resign players they want to keep, after that I see a flood of players on the sidelines getting offered less than normal veteran minimums.
