I am assuming that your post was meant to be funny. Perry Fewell is just another Lovie Smith ass kisser. Jeremy Bates' mentor was John Gruden. Despite that, I dont think Bates is an NFL OC since he has done nothing to prove otherwise. There isn't much success in Bates resume. Just because Jay Cutler wants Bates, that doesnt mean he's the right choice.
Then again, knowing that the Bears OC & DC jobs may be one year jobs, hiring guys like Fewell & Bates may be necessary...a concession if you will. They certainly can't bring in a big name OC or DC because they will want 3 year deals.
I don't have a problem with these guys getting hired. They'll likely be one and done when Lovie gets the axe next year. The thing that does bother me though is the constant changes in OC's that Cutler will end up going through. I'm assuming that Bates would run a similar system that was used in Denver, so that helps, but Cutler could go through five in five years. They need to find a system that works for him, and let him get comfortable for a few years in a row.
