A. The Lions still had 2 chances to win the game.

B. Robbie Gould is one of the best kickers in the NFL and there were 24 seconds left. Cutler had thrown for a zillion yards. They had timeouts. The game would not have been over if the TD was allowed.

Cutler had no time to throw in the second half, and the Bears recievers aren't smart enough to get out of bounds.

With three timeouts and 20 seconds or less left in the game when the Bears started after a kick-off, there would be no need to get out of bounds.
