The answer is revenue...That explains why Penn State & Indiana played a neutral site at FedEx Field in Landover, MD this past Saturday afternoon. Even though it was technically a
"home" game for Indiana, I believe, Irish Boy, Indiana University earned about $2.5 million to sacrifice a game in Bloomington, IN for a much larger venue such as where the Redskins play football.
How would playing in a stadium that holds fewer people create more revenue? Illinois got 57,000 last time Wisconsin played Illinois in Champaign. They likely won't get 40,000 at US Cellular.
Playing at US Cellular will not create any additional interest. No one will care. Fewer people will go to the game. There will be less revenue.
