LE can't get out of their own way sometimes. The son of a cop yayo dealer doing a 10 year bit suddenly shows up in a max prison and starts playing nice is walking around with huge neon sign over their head flashing "NARC, NARC, NARC". Hall no doubt sussed out Keene from the get and was trolling him with the phony map etc. If there was any way to do it that wouldn't result in Hall killing her, sending in a female via a class or counseling sessions would be the way to get Hall to brag about his kills.
Another killer might fly under Hall's narc radar and Hall might swap info with the other killer. Didn't Ted Bundy help bust the Green River Killer? You're not going to cut a deal for reduced time with a multiple victim killer but most of these prisoners will do just about anything for 20 bucks on their books a week or some extra comfort items for their cell.
Seems like on the spectrum of choices Keene was the most obvious snitch you could send in.
According to the movie version he got Hall to admit he killed over 20 women but he couldn't find out where they were buried. Before the ending credits they said that Hall's brother finally got him to admit to authorities that he had killed 15 women and then promptly recanted his story as he had done before he was caught. It was entertaining but as you mention above kind of hard to believe this guy could gain a serial killers trust that easily, even if he was mentally slow.
