Yes. And since someone's life is on the line you probably shouldn't be shooting based on a hunch. That's pretty much the entire point of positive identification and why it's been implemented universally in every set of ROE.

A childhood friend of mine got involved in using and dealing to the point the feds were notified. He etal was moving some serious product apparently. He was living in a rented home in a nice location. An old man next door owned both his home and the home my friend rented. After 20 years of not seeing this person, the friend described the night he was busted as such. It was straight out of a movie. They broke through the windows and doors. They had a helicopter with a spotlight on the house. It was crazy. We hit the floor and heard gun shots outside. They shot the owner and killed the owner when he came out of his own home to find out what was going on. Killed him in his own yard.

In these circumstances my guess is it is easy to get a happy trigger finger. In this case, my friend knew how to use weapons to defend himself, and probably would have (dumbass) if not caught unaware. Feds/Sheriffs/Police have no idea what they are up against. It doesn't justify the action, but it definitely happens. My friend stated that the feds settled out of court with the old man's family for the incident.
