My guess would be that the phone call in Kamps' case (assuming the cop wasn't lying) was more of the "There's a suspicious looking black guy on my block pretending to have car trouble" variety. But that's just me.
Could be that. Or somebody could have called because it looked like he needed help. I've done it a few times. My street dead ends sorta, so nobody goes down it. There was a guy that parked out in front of my house, moved stuff around in his trunk, then pulled into my neighbor's driveway. He got out and went around back. I got his plates and called my neighbor to see if he was having work done. He said a guy was scheduled to come on Friday to give an estimate on fascia work he needed. It was Tuesday. So he called the guy to see if he changed days, and he did. He was white, but he could have been anything and dressed any way and I'd have reacted the same way. Somebody could have called because there is a stranger and it's out of the norm. Makes people uneasy. It might not be as simple as white=bad.
