The Milgram experiment is mostly irrelevant in regards to the Penn State case. The only one it really explains is McQueary and maybe, maybe the athletic director. The entire point of the experiment was to study people deferring to authority even with moral obligations(see Nazi soldiers in concentration camps). No one was really telling anyone to not report this. Many people chose not to report it to save themselves when they were in a position of power.
