The State Police basically pull over any single Hispanic male with out of state plates. they take pride in it. A county jail is where people are generally held for misdemeanor crimes that have a sentence of up to 364 days. Also, of course people held over for trial etc. My guess the people in tents and wearing pink striped undies are not pre trial but convicts. Just a guess though. My feeling is that while AZ seems tough I do not want inmates just hanging watching their personal tv's in a private cell eating better than a good chunk of the general public. Just me...
