I don't know if you've noticed it, but there are a lot of people who wear shorts, but shouldn't. For women it's usually because the shorts are unbecoming, don't fit properly (i.e. make them look like sausage ready to burst) or they just look inappropriate. You could also throw men in here that look ridiculous in jeans shorts or have legs that should be covered. All I know is that people never look as bad if they wear pants.
