If I had to guess.
1) The economy still has people scared.
2) The government selling shares will drop the value of the stock by diluting it, so people don't want to buy in the short term.
3) Waiting to see if the Volt will work. May be until 2015 and the next generation until we really know.

I still think the future is bright, but I thought so last year too.

I test drove a 2011 without the forced induction. It reminded me of my ex wife's Saturn SC-1 when the AC was running.

Test drove the 12 and the pickup was outstanding for that size engine. Definitely worth the extra cash.

Stock price is approaching $38, the government has recouped more than 75% of the bailout and still owns 4% of the company, and it avoided a catastrophe that would have all but sunk the domestic auto industry in the United States.

Probably not, but it also doesn't include the costs of hundreds of thousands more unemployed, lowered tax base, and a major hit to the GDP.
