Essentially, it's a song done by some Italians (I assume long ago) that is song using English-sounding words, but as we will all readily see, they have no idea what they're saying, just trying to sound like they're speaking English.

That is to say, they're using English words, but any semblance of intended meaning or proper grammar is virtually nonexistent, and any time you could try to make a case for it, it's just random.
